Congress finds the following: The United States has long been the world’s largest donor of international food assistance. American farmers have been instrumental in the success of United States international food assistance programs by providing an affordable, safe, and reliable source of nutritious agricultural commodities. Through the efforts of the United States maritime industry and private voluntary organizations, agricultural commodities grown in the United States have been delivered to millions of people in need around the globe.
The United States should continue to use its abundant agricultural productivity to promote the foreign policy of the United States by enhancing the food security of the developing world through the timely provision of agricultural commodities.
