Sec. 12508. Information technology modernization

The Comptroller General of the United States (referred to in this section as the Comptroller General ) shall examine efforts of the Department of Agriculture — relating to information technology for the business center established by the Secretary for the farm production and conservation activities of the Department of Agriculture; and to modernize or otherwise improve information technology for— the Centers of Excellence of the Department of Agriculture; and other major information technology projects of the Department of Agriculture that have the potential to impact the ability of the Department of Agriculture to serve farmers, ranchers, and families.
Not later than 180 days after the date of enactment of this Act, the Comptroller General shall submit to the Committee on Agriculture of the House of Representatives and the Committee on Agriculture, Nutrition, and Forestry of the Senate an initial report or a detailed briefing on the efforts examined under subsection (a), including— a detailed description of each ongoing or planned information technology modernization project and investment in information technology at the Department of Agriculture described in paragraph
(1)or
(2)of subsection
(a)(referred to in this subsection as a project or investment ); the justification of the Secretary for each project or investment; a description of whether a cost-benefit analysis was completed for each project or investment identifying savings that will be achieved through the completion of the project or investment; and a description of any concerns about the projects or investments or recommendations for improving the projects or investments. In carrying out paragraph (1), the Comptroller General shall provide to the Committee on Agriculture of the House of Representatives and the Committee on Agriculture, Nutrition, and Forestry of the Senate regular briefings to give status updates. Not later than 2 years after the date of enactment of this Act, the Comptroller General shall submit to the Committee on Agriculture of the House of Representatives and the Committee on Agriculture, Nutrition, and Forestry of the Senate a comprehensive report that reviews each project or investment, including— a review of any contract awards or contracting activities; a description of any problems or inadequacies in the projects and investments; and any recommendations for improving the projects and investments.
