Section 221(b)(1) of the Juvenile Justice and Delinquency Prevention Act of 1974 ( 42 U.S.C. 5631(b)(1) ) is amended by striking 2 percent and inserting 5 percent . Section 222 of the Juvenile Justice and Delinquency Prevention Act of 1974 ( 42 U.S.C. 5632 ) is amended— in subsection (a)— in paragraph (1), by striking age eighteen and inserting 18 years of age, based on the most recent data available from the Bureau of the Census ; and by striking paragraphs
(2)and
(3)and inserting the following: If the aggregate amount appropriated for a fiscal year to carry out this title is less than $75,000,000, then— the amount allocated to each State other than a State described in clause
(ii)for that fiscal year shall be not less than $400,000; and the amount allocated to the United States Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands for that fiscal year shall be not less than $75,000. If the aggregate amount appropriated for a fiscal year to carry out this title is not less than $75,000,000, then— the amount allocated to each State other than a State described in clause
(ii)for that fiscal year shall be not less than $600,000; and the amount allocated to the United States Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands for that fiscal year shall be not less than $100,000. ; in subsection (c), by striking efficient administration, including monitoring, evaluation, and one full-time staff position and inserting effective and efficient administration of funds, including the designation of not less than one individual who shall coordinate efforts to achieve and sustain compliance with the core requirements and certify whether the State is in compliance with such requirements ; and in subsection (d), by striking 5 per centum of the minimum and inserting not more than 5 percent of the .
