Subsection

(a)of section 12 of the Outer Continental Shelf Lands Act ( 43 U.S.C. 1341 ) is amended to read as follows: The President may make, modify, extend, or revoke withdrawals from disposition of any of the unleased lands of the outer Continental Shelf. .
