Title V of the Indian Health Care Improvement Act ( 25 U.S.C. 1651 et seq.) (as amended by section 163(a)) is amended by adding at the end the following: Notwithstanding any other provision of this Act, the Secretary, acting through the Service, is authorized to establish programs, including programs for awarding grants, for urban Indian organizations that are identical to any programs established pursuant to sections 218, 702, and 708(g). .
