Section 5312(c) of title 31, United States Code, is amended by adding at the end the following: The term financial institution (as defined in subsection (a)) does not include a funding portal (as defined under section 3(a) of the Securities Exchange Act of 1934 ( 15 U.S.C. 78c(a) )). .
