Provided that an agency has first issued an advanced notice of proposed rulemaking in connection with a regulation, the agency is not required to comply with section 3506(c)(2) of title 44, United States Code, with respect to any information collection request— that identifies the advanced notice of proposed rulemaking in such request; that informs the person from whom the information is obtained or solicited that the provision of such information is voluntary; that is necessary to comply with section 312; and with respect to which the information collected will not be used for purposes other than compliance with this title.
