In the Senate, for purposes of enforcing the Congressional Budget Act of 1974 ( 2 U.S.C. 621 et seq. ), any allocation, aggregate, or level under a concurrent resolution on the budget, or any written statement submitted for printing in the Congressional Record by the Chairman of the Committee on the Budget of the Senate that establishes allocations, aggregates, and levels for purposes of enforcing the Congressional Budget Act of 1974, any estimate of the changes in budget authority, outlays, and revenues of a provision in a bill, joint resolution, motion, amendment, amendment between the Houses, or conference report relating to a transition from the $1 note to a $1 coin shall— record the changes in budget authority, outlays, and revenues of the provision in the first year in which the provision takes effect; determine the changes in budget authority, outlays, and revenues of the provision based on a net present value estimate of the changes in budget authority, outlays, and revenues of the provision over a 30-year period; and incorporate the changes in budget authority, outlays, and revenues of the provision due to behavioral changes.
