Section 237 of the Trade Act of 1974 ( 19 U.S.C. 2297 ) is amended— in subsection (a)(1)— by striking Each State and all that follows through an adversely affected worker and inserting An adversely affected worker ; and by striking to file and inserting may file ; in subsection (b)— in paragraph (1), by striking not more than 90 percent and inserting 100 percent ; and in paragraph (2), by striking $1,250 and inserting $1,500 ; and in subsection (c), by striking a State may and inserting the Secretary shall .
