From amounts made available to carry out this section, the Secretary shall award grants, on a competitive basis, to local educational agencies to enable the local educational agencies to increase the academic support provided to students in the schools served by the local educational agencies by carrying out the activities described in subsection (c). A local educational agency that desires a grant under this section shall submit an application at such time, in such manner, and containing such information as the Secretary may require.
A local educational agency receiving a grant under this section shall use grant funds to— increase the capacity of the public elementary schools and secondary schools served by the local educational agency to provide support for students that enables more students to meet the academic standards for the students' grade level and to graduate from secondary school on time and prepared for employment; and to implement the best practices identified by the Secretary under section 356(a)(2) in public elementary schools and secondary schools served by the local educational agency.
Not later than 60 days after the end of the grant period for a grant under this section, a local educational agency receiving a grant under this section shall prepare and submit a report to the Secretary regarding the progress made under the grant. Not later than 60 days after the receipt of the report described in paragraph (1), the Secretary shall prepare and submit to Congress a report regarding the grant program under this section. There are authorized to be appropriated to carry out this section such sums as may be necessary for fiscal year 2016 and each of the 5 succeeding fiscal years.
