Not later than 10 months after the date of enactment of this subtitle, the Comptroller General of the United States shall submit to Congress a report on the feasibility of providing a public health insurance pathway for children that would— be available on the American Health Benefit Exchanges (both on the State and Federal levels) to all children in the United States from birth through age 22 who do not receive health insurance coverage through an employer plan maintained by a family member; be underwritten based on a single, national pediatric pool; and be financed using resources available through the Medicaid program under title XIX of the Social Security Act ( 42 U.S.C. 1396 et seq. ), the State Children's Health Insurance Program under title XXI of such Act ( 42 U.S.C. 1397aa et seq. ), and the premium assistance subsidies under section 36B of the Internal Revenue Code of 1986.
