Section 196 of the Federal Agriculture Improvement and Reform Act of 1996 ( 7 U.S.C. 7333 ) is amended— in subsection (e)(1), by inserting , except for urban agriculture production sites before the period at the end; in subsection (l)— by redesignating paragraph
(5)as paragraph (6); and by inserting after paragraph
(4)the following: As an alternative to the average market price calculation under paragraph (1)(B), and notwithstanding any other provision of this section, the Secretary may make assistance available to producers under this subsection on a whole-farm, revenue, or yield basis using contract or local prices, as determined by the Secretary. ; and by adding at the end the following: In addition to the coverage described in subsection (l)(4), the Secretary, acting through the Administrator of the Farm Service Agency, shall provide a $500 cost-share program for limited resource, beginning, and socially disadvantaged farmers for the first year of coverage of those farmers under this section. .
