Sec. 840. Review of orbital debris removal concepts

It is the sense of Congress that— orbital debris in low-Earth orbit poses significant risks to spacecraft; such orbital debris may increase due to collisions between existing debris objects; and understanding options to address and remove orbital debris is important for ensuring safe and effective spacecraft operations in low-Earth orbit. Not later than 270 days after the date of enactment of this Act, the Administrator— in collaboration with the heads of other relevant Federal agencies, shall solicit and review concepts and options for removing orbital debris from low-Earth orbit; and shall submit to the appropriate committees of Congress a report on the solicitation and review under subparagraph (A), including recommendations on the best options for decreasing the risks associated with orbital debris.
The solicitation and review under paragraph
(1)shall address the requirements for and feasibility of developing and implementing each of the options.
