To further enhance the potential for oil and gas development in the National Petroleum Reserve–Alaska, the Secretary shall develop a plan for exploration and evaluation in the National Petroleum Reserve–Alaska of gravel sources suitable for the construction of roads and pads necessary for the oil and gas development (referred to in this section as the plan ). Not later than 180 days after the date of enactment of this Act, the Secretary shall submit to Congress the plan. Not later than 1 year after the date of enactment of this Act, the Secretary shall implement, and submit to Congress the results of the implementation of, the plan.
The Secretary of Defense shall cooperate with the Secretary in the implementation of the plan.
