Section 4(b) of the Richard B. Russell National School Lunch Act ( 42 U.S.C. 1753(b) ) is amended— in paragraph (1), in the matter preceding subparagraph (A), by striking to each State educational agency and inserting to each authorized State agency ; in paragraph (3)— by striking subparagraph (A); by redesignating subparagraphs

(F)as subparagraphs
(A)through (E), respectively; in subparagraph
(A)(as so redesignated)— by striking Beginning on and all that follows through the Secretary and inserting The Secretary ; and by striking subparagraph
(D)and inserting subparagraph
(C); in clause
(i)of subparagraph
(B)(as so redesignated), by striking subparagraph
(D)and inserting subparagraph
(C); in subparagraph
(C)(as so redesignated), by striking subparagraph (A)(ii) and inserting section 9(f) ; in subparagraph
(D)(as so redesignated), by striking Beginning on and all that follows through school food authorities and inserting School food authorities ; and in clause

(E)(as so redesignated)— in subclause (I), by inserting (as in effect on the day before the date of enactment of the after Improving Child Nutrition Integrity and Access Act of 2016 ) subparagraph (A)(ii) ; and by adding at the end the following: The Secretary shall return to the general fund of the Treasury any funds that were— made available under this subparagraph; but not obligated by a State agency as of March 31, 2016. ; and by adding at the end the following: With respect to reimbursement rates described in this subsection, the Secretary shall announce the rates and, to the maximum extent practicable, any associated guidance by the February 15 of the school year prior to the school year when the rates and guidance will become effective. .
