Russell National School Lunch Act ( 42 U.S.C. 1753(b) ) is amended— in paragraph (1), in the matter preceding subparagraph (A), by striking to each State educational agency and inserting to each authorized State agency ; in paragraph (3)— by striking subparagraph (A); by redesignating subparagraphs

(A)(as so redesignated)— by striking Beginning on and all that follows through the Secretary and inserting The Secretary ; and by striking subparagraph
