Section 26(o) of the Stevenson-Wydler Technology Innovation Act of 1980 ( 15 U.S.C. 3721(o) ) is amended— by inserting
(1)before In general .— To the maximum and indenting appropriately; and by adding at the end the following: The Secretary, in coordination with the Small Business Administration and the National Institute of Standards and Technology, shall identify any gaps in the access of small or medium-sized manufacturers to capital for the use or production of innovative technologies that the program could fill, and develop marketing materials and conduct outreach to target those gaps. .
