Section 2(b)(4) of the National Institute of Standards and Technology Act ( 15 U.S.C. 272(b)(4) ) is amended to read as follows: to enter into and perform such contracts, including cooperative research and development arrangements, grants, cooperative agreements, real property leases, or other transactions, as may be necessary in furtherance of the purposes of this Act and on such terms as the Director considers appropriate; .
