Section 10 of the National Institute of Standards and Technology Act ( 15 U.S.C. 278 ) is amended— in subsection (a)— in the second sentence, by striking 15 members appointed by the Director, at least 10 of whom and inserting not fewer than 9 members appointed by the Director, a majority of whom ; and in the third sentence, by striking National Bureau of Standards and inserting National Institute of Standards and Technology ; and in subsection (h)(1), by striking , including the Program established under section 28, .
