None of the funds made available by this Act shall be used to develop, propose, finalize, implement, enforce, or carry out any other activity leading to a determination of the status of the lesser prairie-chicken (Tympanuchus pallidicinctus) as a threatened species or endangered species under the Endangered Species Act of 1973 ( 16 U.S.C. 1531 et seq. ).
