From the funds made available under the heading Administrative Office of the United States Courts , for the necessary expenses of a commission, which shall be composed of 5 members to be appointed by the Chief Justice of the United States, to study the present division of the United States courts of appeals, with particular references to the United States Court of Appeals for the Ninth Circuit and submit to the President and Congress a report on the recommendations of the commission with respect to changes in circuit boundaries or structure as may be appropriate for the expeditious and effective disposition of the caseload of the United States courts of appeals, consistent with fundamental concepts of fairness and due process.
