Sec. 707. Effect on membership of House of Representatives

Upon the admission of Puerto Rico into the United States as a State, during the period described in paragraph
(1)of section 704(d)— the membership of the House of Representatives shall be increased by the number of Members to which Puerto Rico is entitled during such period; and each such Representative shall be in addition to the membership of the House of Representatives as prescribed by law on the date of enactment of this Act. The temporary increase in the membership of the House of Representatives provided under paragraph
(1)shall not, during the period described in paragraph
(1)of section 704(d)— operate to either increase or decrease the permanent membership of the House of Representatives as prescribed in the Act of August 8, 1911 ( 2 U.S.C. 2 ); or affect the basis of reapportionment established by section 22 of the Act of June 28, 1929 ( 2 U.S.C. 2a ), for the 82nd Congress and each Congress thereafter. Upon the admission of Puerto Rico into the United States as a State, effective with respect to the 118th Congress and each succeeding Congress, the House of Representatives shall be composed of a number of Members equal to the sum of 435 plus the number by which the membership of the House was increased under subsection (a). Section 22(a) of the Act of June 28, 1929 ( 2 U.S.C. 2a(a) ), is amended by striking the then existing number of Representatives and inserting the number of Representatives established with respect to the 118th Congress . The amendment made by subparagraph
(A)shall apply with respect to the regular decennial census conducted for 2020 and each subsequent regular decennial census.
