Section 1905 of the Social Security Act ( 42 U.S.C. 1396d ) is amended— in clause

(2)of subsection (b), by striking Puerto Rico, ; and in subsection (y)(1), in the matter preceding subparagraph (A)— by inserting , for fiscal years before fiscal year 2017, before is one of the ; and by inserting and, for fiscal year 2017 and subsequent fiscal years, is one of the 50 States, the District of Columbia, or Puerto Rico, after the District of Columbia . The amendments made by this section shall apply beginning with fiscal year 2017.
