Sec. 302. Effective date; application of amendment

Except as provided in subsection (b), this title and the amendment made by this title shall take effect on the date of the enactment of this Act. Except as provided in paragraph (2), the amendment made by this title shall apply with respect to— cases commenced under title 11 of the United States Code on or after the date of the enactment of this Act; and debts, claims, and liens created before, on, or after such date. No case commenced by a municipality of Puerto Rico under chapter 9 of title 11, United States Code, shall permit— the diminishment or impairment of any pension benefit, or the funding obligations for such a benefit; or the impairment or rejection of any agreement between a debtor and any labor organization.
