Sec. 201. Duplication review

The Secretary shall— not later than 1 year after the date of enactment of this Act, complete a review of the international affairs offices, functions, and responsibilities of the Department to identify and eliminate areas of unnecessary duplication; and not later than 30 days after the date on which the Secretary completes the review under subparagraph
(A)paragraph
(1), provide the results of the review to the congressional homeland security committees. Not later than 1 year after the date of enactment of this Act, the Secretary shall submit to the congressional homeland security committees an action plan, including corrective steps and an estimated date of completion, to address areas of duplication, fragmentation, and overlap and opportunities for cost savings and revenue enhancement, as identified by the Government Accountability Office based on the annual report of the Government Accountability Office entitled Additional Opportunities to Reduce Fragmentation, Overlap, and Duplication and Achieve Other Financial Benefits .
(c)This subsection section shall not apply to international activities related to the protective mission of the United States Secret Service, or to the United States Coast Guard when operating under the direct authority of the Secretary of Defense or the Secretary of the Navy.
