Section 102(b) of the Homeland Security Act of 2002 ( 6 U.S.C. 112(b) ) is amended— in paragraph (2), by striking and at the end; in paragraph (3), by striking the period at the end and inserting ; and ; and by adding at the end the following: shall establish a Homeland Security Advisory Council to provide advice and recommendations on homeland security and homeland security-related matters. .
