Section 2 of the Homeland Security Act of 2002 ( 6 U.S.C. 101 ) is amended— by redesignating paragraphs

(18)as paragraphs
(17)through (22), respectively; by redesignating paragraphs

(12)as paragraphs
(12)through (15), respectively by redesignating paragraphs

(6)through (10), respectively; by redesignating paragraphs (1), (2), and
(3)as paragraphs (2), (3), and (4), respectively; by inserting before paragraph
(1)the following: The term acquisition has the meaning given the term in section 131 of title 41, United States Code. ; in paragraph (3), as so redesignated— by inserting
(A)after
(3); and by adding at the end the following: The term congressional homeland security committees means— the Committee on Homeland Security and Governmental Affairs of the Senate; the Committee on Homeland Security of the House of Representatives; the Homeland Security Subcommittee of the Committee on Appropriations of the Senate; and the Homeland Security Subcommittee of the Committee on Appropriations of the House of Representatives. ; by inserting after paragraph (4), as so redesignated, the following: The term best practices , with respect to acquisition, means a knowledge-based approach to capability development that includes— identifying and validating needs; assessing alternatives to select the most appropriate solution; clearly establishing well-defined requirements; developing realistic cost assessments and schedules; planning stable funding that matches resources to requirements; demonstrating technology, design, and manufacturing maturity; using milestones and exit criteria or specific accomplishments that demonstrate progress; adopting and executing standardized processes with known success across programs; establishing an adequate workforce that is qualified and sufficient to perform necessary functions; and integrating capabilities into the mission and business operations of the Department. ; by inserting after paragraph (10), as so redesignated, the following: The term homeland security enterprise means all relevant governmental and non-governmental entities involved in homeland security, including Federal, State, local, tribal, and territorial government officials, private sector representatives, academics, and other policy experts. ; and by inserting after paragraph (15), as so redesignated, the following: The term management integration and transformation — means the development of consistent and consolidated functions for information technology, financial management, acquisition management, logistics and material resource management, asset security, and human capital management; and includes governing processes and procedures, management systems, personnel activities, budget and resource planning, training, real estate management, and provision of security, as they relate to functions cited in subparagraph (A). .
