Section 874 of the Homeland Security Act of 2002 ( 6 U.S.C. 454 ) is amended— in the section heading, by striking and inserting year ; years by striking subsection
(a)and inserting the following: Not later than 60 days after the date on which the budget of the President is submitted to Congress under section 1105(a) of title 31, United States Code, the Secretary shall submit to the Committee on Homeland Security and Governmental Affairs of the Senate and the Committee on Homeland Security of the House of Representatives (referred to in this section as the appropriate committees ) a Future Years Homeland Security Program that covers the fiscal year for which the budget is submitted and the 4 succeeding fiscal years. ; and by striking subsection
(c)and inserting the following: On and after February 1, 2018, each Future Years Homeland Security Program shall project— acquisition estimates for the fiscal year for which the budget is submitted and the 4 succeeding fiscal years, with specified estimates for each fiscal year, for all major acquisitions by the Department and each component of the Department; and estimated annual deployment schedules for all physical asset major acquisitions over the 5-fiscal-year period described in paragraph
(1)and the full operating capability for all information technology major acquisitions. The Secretary may include with each Future Years Homeland Security Program a classified or other appropriately controlled document containing any information required to be submitted under this section that is restricted from public disclosure in accordance with Federal law or any Executive Order. The Secretary shall make available to the public in electronic form the information required to be submitted to the appropriate committees under this section, other than information described in subsection (d). . The table of contents in section 1(b) of the Homeland Security Act of 2002 ( Public Law 107–296 ; 116 Stat. 2135), as amended by this Act, is amended by striking the item relating to section 874 and inserting the following: Sec. 874. Future Years Homeland Security Program. . The amendments made by subsection
(a)shall apply with respect to each fiscal year beginning after the date of enactment of this Act.
