Section 703 of the Homeland Security Act of 2002 ( 6 U.S.C. 343 ) is amended by adding at the end the following: Consistent with the timing set forth in section 306(a) of title 5, United States Code, and the requirements under section 3506 of title 44, United States Code, the Chief Information Officer shall develop, make public, and submit to the congressional homeland security committees an information technology strategic plan, which shall include how— information technology will be leveraged to meet the priority goals and strategic objectives of the Department; the budget of the Department aligns with priorities specified in the information technology strategic plan; unnecessary duplicative, legacy, and outdated information technology within and across the Department will be identified and eliminated; the Chief Information Officer will coordinate with components of the Department to ensure that information technology policies are effectively and efficiently implemented across the Department; a list of information technology projects, including completion dates, will be made available to the public and Congress; the Chief Information Officer will inform Congress of high risk projects and cybersecurity risks; and the Chief Information Officer plans to maximize the use and purchase of commercial off-the-shelf information technology products and services. .
