Of the unobligated balances from amounts made available in fiscal year 2015 for the Comprehensive Loan Accounting System under the heading Rural Development Salaries and Expenses , $15,000,000 are hereby rescinded. For an additional amount for fiscal year 2016 for Rural Development Salaries and Expenses , $15,000,000, to remain available until September 30, 2017, is provided for Information Technology modernization activities. This section shall become effective immediately upon enactment of this Act.
