Section 3013(a)(1) of title 10, United States Code, is amended by inserting after the first sentence the following new sentence: The Secretary shall, to the greatest extent practicable, be appointed from among persons most highly qualified for the position by reason of background and experience, including persons with appropriate management experience of a large complex organization . Section 5013(a)(1) of such title is amended by inserting after the first sentence the following new sentence:
