Section 2165 of title 10, United States Code, is amended by adding at the end the following new subsection: In engaging in research and development projects pursuant to subsection
(a)of section 2358 of this title by a contract, cooperative agreement, or grant pursuant to subsection (b)(1) of such section, the Secretary may enter into such contract or cooperative agreement or award such grant through the National Defense University. The National Defense University shall be considered a Government-operated Federal laboratory for purposes of section 12 of the Stevenson-Wydler Technology Innovation Act of 1980 ( 15 U.S.C. 3710a ). . Section 1746 of title 10, United States Code, is amended by adding at the end the following new subsection: In engaging in research and development projects pursuant to subsection

The Defense Acquisition University shall be considered a Government-operated Federal laboratory for purposes of section 12 of the Stevenson-Wydler Technology Innovation Act of 1980 ( 15 U.S.C. 3710a ). .
