Sec. 1101. Temporary direct hire authority for domestic defense industrial base facilities and the Major Range and Test Facilities Base

During fiscal years 2017 and 2018, the Secretary of Defense may appoint, without regard to the provisions of subchapter I of chapter 33 of title 5, United States Code, other than sections 3303 and 3328 of such title, qualified candidates to positions in the competitive service at any defense industrial base facility or the Major Range and Test Facilities Base or as a military technician (dual status). Not later than 60 days after the end of fiscal year 2018, the Secretary of Defense shall submit a report to the Committees on Armed Services of the House of Representatives and the Senate on the use of the authority provided under subsection (a).
Such report shall include the total number of individuals appointed under such authority and the effectiveness of such authority in fulfilling the manpower needs of the defense industrial base facilities or the Major Range and Test Facilities Base. In this section— the term defense industrial base facility means any Department of Defense depot, arsenal, or shipyard located within the United States; and the term military technician (dual status) has the meaning given such term in section 10216 of title 10, United States Code.
