Sec. 1066. Report on counterproliferation activities and programs

The Secretary of Defense shall submit to the congressional defense committees a biennial report on the counterproliferation activities and programs of the Department of Defense. The Secretary shall submit the first such report by not later than May 1, 2017. Each report required under subsection
(a)shall include each of the following: A complete list and assessment of existing and proposed capabilities and technologies for support of United States nonproliferation policy and counterproliferation policy, with regard to— interdiction; elimination; threat reduction cooperation; passive defenses; security cooperation and partner activities; offensive operations; active defenses; and weapons of mass destruction consequence management. For the existing and proposed capabilities and technologies identified under paragraph (1), an identification of goals, a description of ongoing efforts, and recommendations for further enhancements. A complete description of requirements and priorities for the development and deployment of highly effective capabilities and technologies, including identifying areas for capability enhancement and deficiencies in existing capabilities and technologies. A comprehensive discussion of the near-term, mid-term, and long-term programmatic options for meeting requirements and eliminating deficiencies, including the annual funding requirements and completion dates established for each such option. An outline of interagency activities and initiatives. Any other matters the Secretary considers appropriate. Each report under subsection
(a)shall be submitted in unclassified form, but may contain a classified annex. No report shall be required to be submitted under this section after January 31, 2021.
