Section 2576a of title 10, United States Code, is amended by adding at the end the following new subsection: In transferring the personal property described in paragraph
(2)under this section, the Secretary of Defense may give first preference to the Department of Homeland Security and then to Federal and State agencies that agree to use the property primarily for the purpose of strengthening border security along the southern border of the United States. The personal property described in this section is— unmanned aerial vehicles; the Aerostat radar system; night-vision goggles; and high mobility multi-purpose wheel vehicles (commonly known as humvees ). .
