In this subtitle: The term categorical exclusion means an exception to the requirements of the National Environmental Policy Act of 1969 ( 42 U.S.C. 4321 et seq. ) for a project or activity relating to the management of National Forest System land or public land. The term collaborative process means a process relating to the management of National Forest System land or public land by which a project or activity is developed and implemented by the Secretary concerned through collaboration with interested persons, as described in section 603(b)(1)(C) of the Healthy Forests Restoration Act of 2003 ( 16 U.S.C. 6591b(b)(1)(C) ).
The term community wildfire protection plan has the meaning given that term in section 101 of the Healthy Forests Restoration Act of 2003 ( 16 U.S.C. 6511 ). The term fire behavior model means a predictive model used by the Forest Service or Bureau of Land Management that— describes potential fire behavior; is capable of distinguishing among surface fire, passive crown fire, and active crown fire; and uses, at a minimum, the inputs of— existing vegetation; potential weather; and fuel moisture conditions.
The term land use plan means— a land use plan prepared by the Bureau of Land Management for public land pursuant to section 202 of the Federal Land Policy and Management Act of 1976 ( 43 U.S.C. 1712 ); or a land and resource management plan prepared by the Forest Service for a unit of the National Forest System pursuant to section 6 of the Forest and Rangeland Renewable Resources Planning Act of 1974 ( 16 U.S.C. 1604 ). The term management activity means a project or activity carried out by the Secretary concerned on National Forest System land or public land in concert with the land use plan covering the land.
The term national fire danger rating system means the rating system used by the Forest Service and the Bureau of Land Management that communicates wildfire danger on a 5-category scale of— low; moderate; high; very high; and extreme. The term National Forest System has the meaning given the term in section 11(a) of the Forest and Rangeland Renewable Resources Planning Act of 1974 ( 16 U.S.C. 1609(a) ). Except as provided in subparagraph (B), the term public land has the meaning given the term public lands in section 103 of the Federal Land Policy and Management Act of 1976 ( 43 U.S.C. 1702 ).
The term public land includes Coos Bay Wagon Road Grant land and Oregon and California Railroad Grant land. The term resource advisory committee means— a resource advisory committee (as defined in section 201 of the Secure Rural Schools and Community Self-Determination Act of 2000 ( 16 U.S.C. 7121 )), with respect to the Forest Service; and an advisory council established under section 309(a) of the Federal Land Policy and Management Act of 1976 ( 43 U.S.C. 1739(a) ), with respect to the Bureau of Land Management.
The term Secretary concerned means— the Secretary of Agriculture, with respect to National Forest System land; and the Secretary of the Interior, with respect to public land.
