Sec. 103. Saltcedar control efforts

The Secretary of the Interior, consistent with applicable laws (including regulations) and in coordination with the Secretary of Agriculture, shall enter into an arrangement with the National Academy of Sciences under which the National Academy of Sciences shall conduct a comprehensive study, to be completed not later than 1 year after the date of enactment of this Act, on the effectiveness and environmental impacts of saltcedar biological and mechanical control efforts on increasing water supplies and improving riparian habitats, including— a list of Federal permits that would be required for any program to implement saltcedar biological and mechanical controls; and a list of existing programs, authorities, or technical assistance opportunities that are currently available to such a program.
Not later than 180 days after the date of completion of the study under subsection (a), the Secretary of the Interior shall submit to the Committees on Appropriations and Natural Resources of the House of Representatives and the Committees on Appropriations and Energy and Natural Resources of the Senate a report that, taking into consideration the results of the study, describes a feasible plan to implement a tamarisk control plan, as described in the Bureau of Reclamation study entitled Colorado River Basin Water Supply and Demand Study and dated December 2012, including a description of applicable timelines and costs.
The report submitted under paragraph
(1)shall include— provisions for revegetating Federal land with native vegetation; provisions for adapting to the increasing presence of biological control in the Lower Colorado River basin; provisions for removing saltcedar from Federal land during post-wildfire recovery activities; strategies for developing partnerships with State, tribal, and local governmental entities in the eradication of saltcedar; and budget estimates and completion timelines for the implementation of plan elements.
