Section 656 of the Foreign Assistance Act of 1961 ( 22 U.S.C. 2416 ) is hereby repealed. Section 544(c)(4) of the Foreign Assistance Act of 1961 ( 22 U.S.C. 2347c(c)(4) ) is amended by striking the appropriate congressional committees (as defined in section 656(e)) and inserting the Committee on Foreign Relations and the Committee on Appropriations of the Senate and the Committee on Foreign Affairs and the Committee on Appropriations of the House of Representatives . Section 655 of the Foreign Assistance Act of 1961 ( 22 U.S.C. 2415 ) is hereby repealed.

Section 38(f)(6) of the Arms Export Control Act ( 22 U.S.C. 2778(f)(6) ) is amended— by striking subparagraph (B); and by redesignating subparagraphs (C), (D), and

(E)as subparagraphs (B), (C), and (D), respectively. Section 4 of the United Nations Participation Act of 1945 ( 22 U.S.C. 287b ) is amended— by striking subsection (b); and by redesignating subsections (c), (d), (e), and

(f)as subsections (b), (c), (d), and (e), respectively. Section 404 of the Foreign Relations Authorization Act, Fiscal Years 1992 and 1993 ( Public Law 102–138 ; 105 Stat. 721) is amended by striking subsection (c). Section 732(a)(2) of the Global Environmental Protection Assistance Act of 1989 ( 22 U.S.C. 7902(a)(2) ) is amended by striking subparagraph (C). Section 549 of the Foreign Assistance Act of 1961 ( 22 U.S.C. 2347h ) is hereby repealed. Section 548 of the Foreign Assistance Act of 1961 ( 22 U.S.C. 2347g ) is amended— by striking

(a); and Development and maintenance of database by striking subsections

(b)and (c). Section 804 of the Foreign Relations Authorization Act, Fiscal Years 1990 and 1991 ( Public Law 101–246 ; 104 Stat. 78) is amended— by striking subsection (b); and by redesignating subsection

(c)as subsection (b). Section 570 of the Foreign Operations, Export Financing, and Related Programs Appropriations Act, 1997 ( Public Law 104–208 ; 110 Stat. 3009–166) is amended— by striking subsection (d); and by redesignating subsections

(e)and

(f)as subsections

(D)and (e), respectively. Section 181 of the Foreign Relations Authorization Act, Fiscal Years 1992 and 1993 ( 22 U.S.C. 276c–4 ) is hereby repealed. Section 1012 of the National Defense Authorization Act for Fiscal Year 1995 ( 22 U.S.C. 2291–4 ) is amended— by striking subsection (c); and by redesignating subsection

(d)as subsection (c). Section 527 of the Foreign Relations Authorization Act, Fiscal Years 1994 and 1995 ( 22 U.S.C. 2370a ) is amended— by striking subsection (f); and by redesignating subsections (g), (h), and

(i)as subsections (f), (g), and (h), respectively. Section 8 of the Sudan Peace Act ( 50 U.S.C. 1701 note) is hereby repealed. Section 11(b) of the Sudan Peace Act ( 50 U.S.C. 1701 note) is amended by striking the second sentence. Section 12 of the Clean Diamond Trade Act ( 19 U.S.C. 3911 ) is repealed. The table of contents for the Clean Diamond Trade Act is amended by striking the item relating to section 12. Section 51(a) of the State Department Basic Authorities Act of 1956 ( 22 U.S.C. 2723(a) ) is amended— by striking and all that follows through Congress .— The Secretary shall report and inserting ; and Congress .—The Secretary shall report by striking paragraph (2). Section 702 of the Foreign Relations Authorization Act, Fiscal Year 2003 ( Public Law 107–228 ; 22 U.S.C. 2151n note) is repealed. Section 620C of the Foreign Assistance Act of 1961 ( 22 U.S.C. 2373 ) is amended— by striking subsection (c); and by redesignating subsections
