None of the funds available to the Secretary of Energy to provide any credit subsidy under subsection
(d)of section 136 of the Energy Independence and Security Act of 2007 ( 42 U.S.C. 17013 ) as of the date of enactment of this Act shall be obligated for new loan commitments under that subsection on or after October 1, 2020.
