Section 5023(b)(2) of the Water Infrastructure Finance and Innovation Act of 2014 ( 33 U.S.C. 3902(b)(2) ) is amended by striking carry out and inserting provide financial assistance to carry out . It is the sense of the Senate that— appropriations made available to carry out the Water Infrastructure Finance and Innovation Act of 2014 ( 33 U.S.C. 3901 et seq. ) should be in addition to robust funding for the State water pollution control revolving funds established under title VI of the Federal Water Pollution Control Act ( 33 U.S.C. 1381 et seq. ) and State drinking water treatment revolving loan funds established under section 1452 of the Safe Drinking Water Act ( 42 U.S.C. 300j–12 ); and the appropriations made available for the funds referred to in paragraph

(1)should not decrease for any fiscal year.
