For any project authorized under section 219 of the Water Resources Development Act of 1992 ( Public Law 102–580 ; 106 Stat. 4835), the authorization of appropriations is increased by the amount, including in increments, necessary to allow completion of the project if— as of the date of enactment of this Act, the project has received more than $4,000,000 in Federal appropriations and those appropriations equal an amount that is greater than 80 percent of the authorized amount; significant progress has been demonstrated toward completion of the project or segments of the project but the project is not complete as of the date of enactment of this Act; and the benefits of the Federal investment will not be realized without an increase in the authorization of appropriations to allow completion of the project.
