The Secretary shall conduct a study of the coastal areas located within the geographical boundaries of the South Atlantic Division of the Corps of Engineers to identify the risks and vulnerabilities of those areas to increased hurricane and storm damage as a result of sea level rise. In carrying out the study under subsection (a), the Secretary shall— conduct a comprehensive analysis of current hurricane and storm damage reduction measures with an emphasis on regional sediment management practices to sustainably maintain or enhance current levels of storm protection; identify risks and coastal vulnerabilities in the areas affected by sea level rise; recommend measures to address the vulnerabilities described in paragraph (2); and develop a long-term strategy for— addressing increased hurricane and storm damages that result from rising sea levels; and identifying opportunities to enhance resiliency, increase sustainability, and lower risks in— populated areas; areas of concentrated economic development; and areas with vulnerable environmental resources.
The Secretary shall coordinate, as appropriate, with the heads of other Federal departments and agencies, the Governors of the affected States, regional governmental agencies, and units of local government to address coastal impacts resulting from sea level rise. Not later than 4 years after the date of enactment of this Act, the Secretary shall submit to the Committee on Environment and Public Works of the Senate and the Committee on Transportation and Infrastructure of the House of Representatives a report recommending specific and detailed actions to address risks and vulnerabilities of the areas described in subsection
(a)to increased hurricane and storm damage as a result of sea level rise.
