Section 9(r) of the Small Business Act ( 15 U.S.C. 638(r) ) is amended— by striking paragraph (4); by redesignating paragraph
(2)as paragraph (4), and transferring such paragraph to after paragraph (3); and by inserting after paragraph
(1)the following: To the greatest extent practicable, Federal agencies and Federal prime contractors shall issue Phase III awards relating to technology, including sole source awards and awards under the Defense Research and Development Rapid Innovation Program under section 1073 of the Ike Skelton National Defense Authorization Act for Fiscal Year 2011 ( Public Law 111–383 ; 124 Stat. 4366; 10 U.S.C. 2359 note), to the SBIR and STTR award recipients that developed the technology. .
