In this Act: The term Administrator means the Administrator of the Environmental Protection Agency. The term infiltration means the process by which stormwater enters a sanitary sewer system through broken pipes or defective pipe joints. The term inflow means the process by which stormwater enters a sanitary sewer system through inappropriate pipe connections.
