Section 1905 of the Social Security Act ( 42 U.S.C. 1396d ) is amended— in subsection (b)(2), by inserting for fiscal years before fiscal year 2017 after American Samoa ; and in subsection (y)(1), in the matter preceding subparagraph (A)— by inserting , for fiscal years before fiscal year 2017, before is one of the ; and by inserting and, for fiscal year 2017 and subsequent fiscal years, is one of the 50 States, the District of Columbia, Puerto Rico, the Virgin Islands of the United States, Guam, the Northern Mariana Islands, or American Samoa, after the District of Columbia .
