It is the sense of Congress that— the authority of the Director of the Office of Victims of Crime under section 1404 of the Victims of Crime Act of 1984 ( 42 U.S.C. 10603 ) includes funding ongoing projects that provide services to victims of crime on a nationwide basis or Americans abroad who are victims of crimes committed outside of the United States; and the proposed rule entitled VOCA Victim Assistance Program published by the Office of Victims of Crime of the Department of Justice in the Federal Register on August 27, 2013 (78 Fed. Reg. 52877), is consistent with section 1404 of the Victims of Crime Act of 1984 ( 42 U.S.C. 10603 ).
