Section 304 ( 20 U.S.C. 9623 ) is amended by striking paragraphs
(1)and
(2)and inserting the following: The terms elementary school , local educational agency , and secondary school have the meanings given those terms in section 9101 of the Elementary and Secondary Education Act of 1965 ( 20 U.S.C. 7801 ). The term Director means the Director of the Institute of Education Sciences. The term school leader has the meaning given the term in section 102. The term Secretary means the Secretary of Education. The term State means each of the 50 States, the District of Columbia, and the Commonwealth of Puerto Rico. .
