Section 115 ( 20 U.S.C. 9515 ) is amended— in subsection (a)— in the matter preceding paragraph (1)— by striking (taking into consideration long-term research and development on core issues conducted through the national research and development centers) and inserting at least once every 6 years ; and by striking such as and inserting including ; in paragraph (1)— by inserting ensuring that all students have the ability to obtain a high-quality education, particularly before closing ; by striking low-performing children and inserting low-performing students ; by striking especially achievement gaps between ; by striking nonminority children and inserting nonminority students, students with disabilities and students without disabilities, ; by striking and between disadvantaged children and such children's and inserting and disadvantaged students and such students' ; and by striking and after the semicolon; by striking paragraph (2); and by adding at the end the following: improving access to and the quality of early childhood education; improving education in elementary schools and secondary schools, particularly among low-performing students and schools; and improving access to, opportunities for, and completion of postsecondary education and adult education. ; and in subsection (d)(1), by striking by means of the Internet and inserting by electronic means such as posting in an easily accessible manner on the Institute’s website .
