Section 104 of the North Korean Human Rights Act of 2004 ( 22 U.S.C. 7814 ) is amended— by redesignating subsection
(b)as subsection (d); and by inserting after subsection
(a)the following: Not later than 180 days after the date of the enactment of the North Korea Sanctions and Policy Enhancement Act of 2015 , the President shall submit a classified report to the appropriate congressional committees that sets forth a detailed plan for making unrestricted, unmonitored, and inexpensive electronic mass communications available to the people of North Korea. . Section 107(a) of the North Korean Human Rights Act of 2004 ( 22 U.S.C. 7817(a) ) is amended— by striking within the Department of State ; and by inserting , shall report directly to the Secretary of State, after ambassador .
