Notwithstanding section 14 of the Act of June 18, 1934 (commonly known as the Foreign Trade Zones Act ) (48 Stat. 998, chapter 590; 19 U.S.C. 81n ), none of the funds provided for in this Act, or any other appropriations Act, for the Department of Commerce shall be available to enforce or carry out any activities under 15 CFR 400.43.
