Not later than March 1, 2017, the Comptroller General of the United States shall submit to the Committee on Commerce, Science, and Transportation of the Senate and the Committee on Natural Resources and the Committee on Transportation and Infrastructure of the House of Representatives a report on the economic, conservation and management, and law enforcement impacts of section 110 of division B of the Consolidated Appropriations Act, 2016 ( Public Law 114–113 ). The report required by subsection
(a)shall include a detailed accounting of how section 110 of division B of the Consolidated Appropriations Act, 2016 ( Public Law 114–113 ) has affected— the economies of Alabama, Florida, Louisiana, Mississippi, and Texas; the sustained participation of fishing communities; conservation and management of living resources under all applicable Federal laws; enforcement of Federal maritime laws; and the ability of the governments of Alabama, Florida, Louisiana, Mississippi, and Texas to effectively manage activities pursuant to the fishery management plan for reef fish resources of the Gulf of Mexico.
